PERFORM would in effect force them to use DRM-laden, proprietary formats, so you can say goodbye to software tools like Streamripper that let you record programming to listen to it later.
This is also terrible for innovation. Any time Congress starts setting rules about what technologies (formats in this case) are allowed, it raises the possibility we won't be able to use any of the technologically superior and free formats that will inevitably comme along until Congress makes the necessary legal changes to allow their use.Useful technology shouldn't have to wait on Congress just because OMFG YOU CAN USE IT TO COPY BRITNEYS OFF THE RADIOES!.
